东京——中国如今已正式取代日本成为世界第二大经济体。 日本的问题是其世界经济排名是会继续下滑,还是会重新走上恢复增长的改革道路。 执政的日本民主党目前身陷首相菅直人与政治掮客小泽一郎权力斗争的事实表明严肃的经济改革并不是民主党眼中的头等大事。

20世纪80年代,日本的年均GDP 增长为4.5%,从20世纪90年代开始,经济几乎陷入停滞,年均增长率只有区区1%。 20世纪90年代,日本政府对经济困难原因的判断出现严重失误,并由此大幅增加用于公共建设的政府开支,却忽略了在供应领域采取改革措施。

随着建筑公司和其他政府合同的受益者开始向执政的自民党大笔捐款,这项政策催生了新的既得利益团体,也因此改变了政治环境。 自民党的库房被塞得满满当当,接踵而至的却是20世纪90年代严重的财政危机。
