欧洲数字反动派

布鲁塞尔—许多欧洲政客都歌颂互联网。不幸的是,他们的高尚颂词往往空洞无物。在国内保护主义利益的支持下,同一批政客往往既呼吁强大数字日程,又提出要采取严格的新监管刹住互联网的“干扰”。

如此两面派颇具误导性。如果欧洲想要在21世纪繁荣下去,其新当选领导人就需要采取积极务实的亲互联网政策。这意味着签署数字自由贸易协定,创造真正的、统一现今28个各自为政的国家法律管辖区的单一欧洲数字市场。过时已久的版权和授权法必须予以修订。新隐私规则必须保护公民、允许创新;与此同时,关于强制性数据局域化和局域“互联网”的要求应该受到抵制。

这一真正的数字日程如若得到实施,可以提供欧洲在金融危机后最需要的东西:经济增长。根据经合组织的数据,目前互联网贡献了美国13%的经济产出。各种企业都要依赖数字经济。小公司只要轻敲键盘便可出售波兰古董、巴伐利亚传统服饰和西班牙鞋子,从而走出国内市场,拥抱全球消费者。
