华盛顿—中国与其多个邻国在东海和南海爆发领土纠纷,在这样的情况下,美国需要更清晰的地区战略。美国必须同时顾及其自身利益和联盟承诺,并避免破坏性对峙甚至冲突。

这决非易事,特别是考虑到哪一方对该地区的争议岛礁的主张应该获得承认尚不清楚、并且美国并无意提出解决方案的情况下。与此同时,美国必须实现武装力量现代化以应对新的挑战——特别是中国的崛起。随着中国发展出高精尖武器、形成了反进入和区域阻绝(anti-access/area-denial)能力,美国必须考虑如何应对其在该地区的军事基地和海军力量日益力不从心的局面。
