以色列和北约——游弋于成员和伙伴之间

发自马德里——将以色列整合进北约的构想经常被作为某种诱饵而被提出来,以吸引前者对巴以和平协定做出必要的让步。而有些以色列领导人,比如外长阿维格多·利伯曼Avigdor Liberman,就确信本国加入北约将对伊朗起到有效的威慑作用。

但站在北约的立场上来说,将以色列完全整合进北约的做法是非常不可行的。因为各成员国都不愿意执行《北约宪章》的第五条:一旦以色列遭到别国进攻,北约成员国就必须参战去保卫它,更何况该国还位处这么一个极端危险,强敌环伺的地区。

而另一方面,北约成员国资格似乎也不能使以色列的国家利益最大化,因为该国的防卫策略通常都建立在独立作战以及对各种安全手段的灵活运用之上,因此和美国之间不成文的联盟关系将是一个更方便的选择。
