中国是否用力过猛了?

发自伦敦 —— 还记得 G-2 么?美国的内部财政困局和外部的种种麻烦事,再加上中国经济地位的提升,令许多人在去年不禁想象是否会出现某种中美两国共同统治世界的景象。 G-8 集团不可避免地扩大成了 G-20 集团,但在有必要的情况下会把“ 20 ”后面的“ 0 ”去掉:这一使命将交由中美两国来完成。

但当时这种想法其实是把全球的现实情况过度简单化了。它一方面把巴西和印度等正在崛起的大国排除在外;又夸大了美国的弱势,须知美国依然是世界上唯一的超级大国;同时还体现出一种令欧盟相当恼火的意识:那就是欧盟各国未能在某些争议性议题上站在同一阵线的状况,将使其在国际事务中牢牢地被边缘化。别不记得在去年 12 月的哥本哈根气候峰会上,虽然欧洲手里握有一整套应对气候变化的最先进提案,美国和新兴经济体双方对此却不感冒,最终合伙拼凑了一份粗制滥造的协议。

尽管如此,依然有足够的证据来支撑 G-2 这个构想。美国总统奥巴马在去年 11 月的首次访华,以及他所表现出的那种卑微而有求于人的形象,更加强了这种当今和未来两大强权之间可能达成协议的印象。
