华盛顿——在英国政府委托编写报告总结英国参与伊拉克战争教训七年后, 齐尔考特报告终于于本月面世了。但在人们对前首相托尼·布莱尔判断及流程出错导致英国和美国一道卷入伊拉克战争的狂热关注中,真正的教训却有可能被人们忽略掉。

许多批评者认为,伊拉克战争的失败证明西方干涉主义外交政策既徒劳又不道德。但我们不能根据上一次干涉行动的成败来评估干涉行动的效果。正是这样的逻辑导致比尔·克林顿政府1993年介入索马里失败后,未能于第二年采取行动制止发生在卢旺达的种族大屠杀,现在回想起来,制止那次种族大屠杀本来可以只要非常有限的行动。
