土耳其为何一枝独秀

纽约——最近对土耳其的访问让我想起了这个国家十年来取得的巨大经济成就。经济快速发展、不平等现象得到遏制,创新势头迅猛增长。

如果考虑到不尽人意的周边环境,土耳其的成就恐怕就更加令人瞩目。与该国西部接壤的塞浦路斯和希腊恰恰处在欧元区危机的震中。东南方则是已有400,000难民涌入土耳其的战火纷飞的叙利亚。东部是伊拉克和伊朗。东北部是亚美尼亚和格鲁吉亚。全世界都很难找到局势更复杂的周边区域了。

但土耳其却在区域动荡中取得了引人瞩目的进步。在经受住1999-2001年经济下滑冲击后,土耳其从2002到2012年保持了年均5%的经济增速。虽然周边战火纷飞,土耳其国内局势一直保持稳定。该国银行从2000-2001年的银行倒闭潮中汲取教训,成功避开了过去十年的繁荣萧条周期。不平等现象持续缓解。土耳其政府连续三次成功赢得大选,每次都获得了更为可观的民众投票份额。
