建设硅谷还是创造需求?

华盛顿州贝尔维尤——人人都想知道怎样建成下一座硅谷:一个吸引人才和资金的创新中心,同时创造就业机会、公司和全新产业。发达国家政府争相为可能成为下一个重大突破的技术提供补贴。新兴市场决策者则希望通过税收减免等奖励政策和免费土地吸引创新者落脚并取得成功。但绝大多数善意的计划缺乏需求这一必不可少的因素。

特定技术领域的创新需求一直是所有高科技热点和重要发明背后不可或缺的推动因素。来自海量消费者的迫切需求自然而然地推动了抗生素和汽车领域的技术突破。基础技术(其实是还没有人要求发明的技术)需求受到以美国“阿波罗计划”为代表的政府项目的推动,该计划的目的是将人类送上月球。

硅谷本身也是建立在需求的基础之上。美国国防部为微电子合同出资数百亿美元,不仅补偿了创新企业蒙受的风险,而且建成了能支持初创企业成长的基础设施。
