产业政策走出冷宫

发自华盛顿特区——在这个2010年,一个秘而不宣的经济秘密再次得到了大力证实:大多数国家都在有意无意的推动各种形式的产业政策。其中不但有中国、新加坡,法国和巴西这些老面孔,还包括那些原本产业政策不甚清晰的国家,比如英国、德国,智利和美国。

这现象一点都不奇怪,因为产业政策其实就是为刺激某一项产业的经济活动或投资而出台的所有政府决策,规定或者法律,上述国家也都陆续出台了相关政策。毕竟经济发展和可持续增长本来就是产业和技术不断更新换代的产物,而这个更新过程则需要公共和私人部门协同一致才能实现。

历史告诉我们:那些成功从农业经济转型为现代经济的国家——包括西欧,北美以及近几十年来的一批东亚国家——政府都能与私人企业的相关投资统一步调以促进新产业的发展,还经常为那些产业先行者提供一系列激励措施。
