坎布里奇——在超过7亿选民参加的有史以来最大规模的选举中,由印度国大党曼莫汉·辛格总理领导的印度执政联盟获得了胜利。最终的选举结果驳斥了议会不会出现多数党派、地区政党势力将进一步增强的悲观预测。新一届政府的稳定性将远超以往多届政府,因此这样的选举结果也让许多人松了一口气。

但现实情况依然是,像以往历届政府一样,组成新一届政府的政客多数并不适合在内阁任职。虽然有几位省级总督逐渐丧失了威望,但也有雄心勃勃的新政治家得到了很多人的支持。虽然印度民主的成功有目共睹,但议会系统并没有成功地在印度推行善政。

显而易见,印度并不是一个失败的国家。哈佛大学肯尼迪学院的兰特·普里切特为印度发明了一个新专属名词:“失控的国家”——在这个国家里,能力卓著的政府高层无法控制低效的底层人员,从而影响了执政效率。
