印度的文盲革命

针对所谓的“平等权利法案”,即一项旨在消除奴隶制度和歧视美国黑人带来的挥之不去的阴影的制度,美国社会长期以来一直争论不休。印度社会现在正以极其相似的方式走向意见分野,并且原因也极其相似,也就是旨在矫正存在几个世纪之久的种姓歧视的新兴“保留地”制度。但是印度的美好意图如同美国的平等权利法案政策一样误入歧途。

根本问题是,社会存在种族和种姓歧视遗产时,唯才是举作为进步的标准是否在劫难逃。那些鼓动平等权利法案的人是否为庸医劣方而不是真正的解决方案而斗争?

事实上,印度的“保留地”方案是一个故意释放的烟幕,因为它允许政府巧妙地掩盖问题的真相,也就是让印度弱势群体获取接受初级教育的机会。假如印度的穷人能够享有充分的初级教育或者,就此而言,美国贫穷的城市黑人能够享有的话,就没有必要在高等教育和其它领域设置保留地。
