印度在达赖喇嘛问题上的两难抉择

    当全世界对中国在西藏的镇压做出反应的时候,有一个国家由于其处于事件的中心位置及其保持缄默而尤其引人注目。作为达赖喇嘛以及西藏青年会头脑冲动、怒不可遏的头领们的庇护国家,印度处于两难境地。

    在一方面,印度是一个民主国家,具有允许和平示威、包括在外国领导人来访的时候向外国示威的悠久传统。达赖喇嘛1959年逃离中国占领时印度为他提供了庇护,批准向11万多印度难民给予难民资格 (最终给予印度国籍) ,并且允许他们在风景优美的喜马拉雅的达兰萨拉山镇建立了流亡政府 (尽管印度政府并不承认这一政府) 。

    在另一方面,印度一直培植与中国的良好关系。中国在1962年的边界战争中羞辱了印度。尽管两国怀恨在心的边界争端还有待解决,而且中国还是印度在巴基斯坦的敌人的主要盟国和军火供应国,双边关系在最近几年已经变暖。
