发自新德里——美国最近卸掉了印度为制裁伊朗行动所承受的负担:对与伊朗打交道的印度企业免除经济制裁,条件是印度大幅减少伊朗石油的进口量。但在其他各方面都欣欣向荣的美印关系之上,伊朗依然是一道浓重的阴影。

从印度的角度上看,伊朗是一个极为重要的邻国,自身也无法承受与后者断绝关系的后果。其实在地理上印度似乎已经陷入了一批失败或者失能国家的弧形包围圈中,遭受着几乎来自所有方向的外部威胁。

一旦印度加入了美国对伊朗的遏制战略,就必须承担极为沉重的战略成本。首先它将失去由伊朗进入阿富汗的通道,而这是印度援助源源不断输往喀布尔的动脉。此外遏制行动也将威胁到印度的能源利益。
