减少官僚繁文缛节有助于营造企业家精神和活力文化。但构建有效监管和执法基础设施也同样重要,特别是在消费者难以评估产品价值和潜在风险的领域。

不论在什么国家——发展中国家尤其如此——鲁棒的监管体系都是建立市场信心的关键。消费者需要知道他们吃的食物、开的汽车和服用的药品是安全的。对地方产品的信心可以提振国内消费,让出口品在外国市场更具吸引力。
