欧盟的反应却冷淡得多,甚至几乎察觉不到一丝热情。公众对欧盟扩大持消极态度。事实上,大多数成员国和公民宁愿欧盟扩大的脚步永远停止 —— 虽然那是欧洲扩张其势力最重要也是最有效的手段。有报道援引一些不愿透露姓名的欧盟资深外交家,认为塞尔维亚的申请为时过早;除此之外,只有令人尴尬的沉默。
