外交官行为不端

纽约——外交官一般都非常谨慎,极少跟出名有关,但近来却因为错误的原因而频繁见诸报端。最近发生的两起东道国逮捕外交官的案件让人们开始关注上述官员通常以何种理由及限度享有当地法律豁免权。

首先要提的是俄罗斯驻海牙大使馆公使衔参赞德米特里·鲍罗廷,他于去年10月的一个深夜被捕,因为邻居向荷兰警方举报称鲍罗廷在醉酒状态下殴打自己的两个小孩。他在寓所被拷上手铐,带回警察局。

维也纳外交关系公约规定,不能依据东道国法律对外交官提起诉讼。因此,俄罗斯总统普京立即要求荷兰政府就无视鲍罗廷的外交豁免权做出正式道歉。蛊惑人心的俄罗斯政客弗拉基米尔·日里诺夫斯基呼吁其追随者砸碎荷兰驻莫斯科使馆的玻璃窗。一周后,一名驻莫斯科的荷兰外交官在家中遭到武装暴徒的殴打(没有证据证明这两起案件有关)。
