即便如此,美国自由主义鹰派和强硬保守派依旧认为奥巴马内阁比不上德怀特·艾森豪威尔和里根等所谓强硬派总统。他们似乎并不在意艾森豪威尔从未采取任何措施阻止苏联坦克镇压1956年匈牙利起义,也不在意里根无意支持反对波兰共产主义政权的团结工会积极份子。

在很多方面,冷战让美国总统的决策变得相对容易。当时只有美苏两个大国——中国当时还没有跨入大国行列——而上述两国利益范围的界定也十分明晰。同样明晰的还有苏联的统治思想:也就是斯大林主义版的共产主义。
