如何浪费一场危机

全球的金融危机虽然已经达到谷底,政治上的失败感却在加剧。因为一次危机似乎本可以带来一场巨大的变革,但进行变革的最后一次机会却正在失去。美国总统奥巴马主要幕僚拉姆·伊曼纽尔去年就表示,不应把这么好的一次危机浪费掉。危机可以让人们去思考如何使我们的世界变得更好,如何防御将来再次发生的危机。人们对危机思考的很多,但有时候过多的思考却导致彼此的意见相互冲突。

实际上,一次危机之所以会变得失控,主要在于其引发的对危机性质的定性、以及如何解决危机的措施的不同选择。意见相左激发的政治情感往往使得危机看起来无从解决。所以,上世纪30年代发生的经济危机之所以如此萧条和具有毁灭性,正是因为意见的对立和冲突所导致,而不是源于经济运作中的技术性错误。

关于如何应对危机,目前有两种看法。第一种是重构秩序,提高效率,消除特权,保持经济运转的平稳有效。第二种意见则更激进,不是考虑如何去提高经济,而是要试图改变人们的生活习惯和方式。
