Jak prodat antiprotekcionismus

STOCKHOLM – Rýsující se celosvětová recese vynesla do popředí hospodářské politiky vládní intervence za záchranu krachujících společností. V projevu předneseném krátce před nedávným summitem skupiny G-20 varoval britský premiér Gordon Brown nově zvoleného amerického prezidenta Baracka Obamu před záchranou krizí sužovaných automobilek „velké trojky“ a tvrdil, že globální konkurence učinila jejich úpadek nezvratným. Sanace by tedy jen oddálila nevyhnutelné při obrovských nákladech pro daňové poplatníky.

Taková rada se vždy prodává těžko – tím spíše ve světle nejhorších hospodářských vyhlídek za posledních 70 let. Podle zavedeného úzu koneckonců globální konkurence přesouvá pracovní místa do zemí s nízkými náklady a všude jinde vyvíjí tlak na snižování mezd. A protože globalizace zintenzivňuje a urychluje ekonomické změny, ovlivňuje životy obyčejných občanů jako nikdy předtím a vyvolává jejich obavy. Není tedy divu, že lákadlu protekcionismu podlehl během loňské předvolební kampaně francouzský prezident Nicolas Sarkozy a podlehli mu i oba prezidentští kandidáti ve Spojených státech.

Protekcionismus však nemusí být jedinou alternativou vůči strachu z globální konkurence. Ve skandinávských zemích stejně jako v USA zahraniční konkurence během posledních deseti let značně zesílila. Čína a Indie získaly velkou ekonomickou moc a blízcí sousedé v dříve izolovaných komunistických státech se rychle začlenili do evropské ekonomiky.
