纽约—一个完整的欧元危机解决方案必须包含三大主要部分:银行体系改革和资本结构调整、欧元债券机制,以及退出机制。

首先是银行体系。欧盟马斯特里赫特条约只能对付公共部门失衡,但事实证明银行部门发展过度的危害要大得多。欧元的引入导致了西班牙和爱尔兰等国的地产繁荣。欧元区银行成了全世界杠杆率最高的银行,也是在2008年金融危机中受创最重的银行。它们至今仍然急需保护,否则就难逃破产厄运。

最近,欧洲已经迈出了第一步:欧洲金融稳定基金被授权拯救银行和政府。但后续步骤需要跟上。银行股权资本急需大幅提高。而如果要成立一个欧洲机构来担保银行不会破产,那么这一机构就必须担起监管银行之责。
