华盛顿——随着中国主席习近平9月访美筹备工作的展开,可以预见两国官员都在淡化因中国特大领土要求所引发的分歧。上述要求背后是在南中国海此前无人居住的岛屿和环礁上修建军事设施。继长达数月的指责和隐晦的威胁之后,东南亚领导人也非常愿意看到这种外交领域的事态降级。

当然,东南亚没有人忽视中国的战略设计。该地区国防开支在过去十年中增长了50%以上,未来五年已预留约600亿美元采购新式武器,特别是海军武器。中国5月发布的军事战略白皮书鼓吹扩大国家防御边界计划,并因此加剧了邻国的担忧,很可能导致进一步扩大军费。该地区领袖现在都在欢迎美国军方官员和武器生产商,了解美国的亚洲“支点”能提供哪些保护。

但除了新型护卫舰和安全保障,东南亚领导人不愿对中国的海上雄心反应过于强烈。经济现实让他们必须谨慎对待。
