讨价还价与气候变化

发自阿姆斯特丹——当熊猫展露笑容之际,全世界都为之欢呼雀跃。而最近中国国家主席胡锦涛在联合国发表了一场演说之后的情况大概也是如此。从大多数媒体报道此事件的方式来判断,似乎中国已经在削减温室气体排放问题上发出了一份重要宣言。

但这都不是真的。胡锦涛主席真正所说的只是中国将“尽力”削减“极大”数量的碳排放。但我们该如何界定“尽力”和“极大”究竟指的是多少?在我的逼问之下,有个跟北京政府关系密切的人告诉我说:“这些话根本就毫无意义。”

而事实上根本就不存在什么具体目标,而所有中国观察家也都知道,中国政府对“绿色”的强调早已不是新闻了。近年来的中国官方政策都要求将GDP增长变得更加环保。但这些政策可不能以牺牲增长为代价——而中国正计划飞速发展。
