基辛格将“世界秩序”定义为“公认适用于整个世界”的国际协议。比方说在欧盟出现之前,欧洲将世界秩序视为大国间的权力平衡,多个地区和多种政府形式可以共处其中。

身负文明和宗教双重角色的伊斯兰教所认为的世界最优秩序截然不同——他们认为应当建立政教合一的(哈里发)国家,让整个伊斯兰地区共享和平。这无疑并非所有穆斯林或主要穆斯林政府的看法,但“伊斯兰国”等组织信奉的激进主义目的不仅限于传播一种行为规范,而是全套世界观的推行。
