赫尔辛基——今天全球衰退的早期结果之一是许多捐助政府都在调整它们的对外援助计划。正式接任前,巴拉克·奥巴马总统曾许诺要让美国的对外援助翻番,从250亿美元增加到500亿美元,不过自那以后副总统乔·拜登就警告过经济低迷可能会使该承诺实现起来更加缓慢。

在芬兰,20世纪90年代初我们的援助减少了62%,芬兰人到现在仍将这一时期称之为“经济萧条期”。国家进入到困难时期后,日本的海外援助下降了44%。目前这场全球经济衰退将致使官方发展援助降低30%。

捐助政府将仔细审核联合国14项全球维和行动不断扩大的开支,这一点不难预测。截止2008年中的12个月内,所有联合国行动经费高达67亿美元,约为15年前的两倍。如果已经大大稀释的维和行动遭到削减,人们只能凭空想象后果会有多么严重。回想当年卢旺达种族灭绝发生之前,类似的对资助联合国行动缺乏热情的状况也曾经在那里出现。刚果和其他地区的最新进展表明我们没有沾沾自喜的空间。
