新自由主义败给了墨西哥?/ 新自由主义兵败墨西哥?

如果是在六年前,我定会告诉你说北美自由贸易协定确实是一大成功之作。对北美自由贸易协定持支持态度的一方之所以看好其前景,主要是认为美国可以借此大大增进墨西哥的民主和繁荣,无论是出于其自身利益还是作为墨西哥的邻国而言,美国都应该并且有责任对其发展施以助力。

自协定签订以来,墨西哥的实际国内生产总值已达到了3.6%的年增长水平,随着出口贸易的日渐兴盛,其国内生产总值也随之持续增长,从1990年的10%,增加至1999年的17%,一直到现在的28%。预计到明年,墨西哥的实际出口量将达到其1990年的五倍水平。

正因它如此神奇的造就了出口业的飞速发展和出口量的成倍增长,北美自由贸易协定才堪称是一大成功。该协定有效的保障了墨西哥生产商不受关税和配额限制自由进入美国这一全球最大的消费者市场。
