希腊危机本质上是欧元危机

“只有退潮时,才知道谁在裸泳。”传奇投资家沃伦·巴菲特的这句名言是全球经济危机的生动写照。而且,近来我们发现,这话不仅适用于公司,而且也适用于国家。继爱尔兰之后,如今希腊成了第二个陷入严重偿债困境的欧元区国家,危机几乎把它拖到了国家破产的边缘。

爱尔兰下决心执行了一套财政重组政策,熬过阵痛之后,自力更生走出了困境。它之所以能做得到,是因为除了资产泡沫破灭后暴露出来的过高债务负担之外,爱尔兰的经济总体上是健康的。

希腊的情况则不同。希腊需要重组的不仅仅是财政,而且是整个经济,范围广得多,也困难得多。眼下急需削减的财政赤字,不仅仅源自国内的收支失衡,其病根在于希腊的整个政治体制:它长期以来无视现实,让整个国家入不敷出。
