希腊说“不”不是民主的胜利

巴黎—不管很多人怎么说——特别是那些不需要为言论承担后果的人——希腊选民星期日拒绝希腊债权人最新的援助方案并不代表“民主的胜利”。民主——希腊人应该比其他任何人都更懂得民主——是关于调停、代表和有序权力委托的事情。

只有在极其特殊的环境下,民主才会变成全民公投:当当选领导人束手无策时,当他们失去了选民对他们的信心时,或者当常规手段不再起作用时。希腊是如此吗?总理齐普拉斯的地位如此弱势,以至于他没有其他更好的选择,只能求诸民主的反常方式——公投民主间该责任推给希腊人民了吗?如果希腊的伙伴国一遇到没有勇气作出决定的情况就中断讨论、要求用一周时间让人民来做决定,情况会怎么样?

人们常说——说得正确——欧洲太官僚,太笨拙,做决定太慢。至少可以说,齐普拉斯的方针无法弥补这些缺陷。(如果这促使西班牙公民铤而走险,将西班牙反紧缩政党社会民主党(Podemos)选上台,那么就更加可以这样说了。)
