气候变化草根

巴黎—12月12日在这里达成的气候变化协定是一次外交的重大胜利。协定本身以及贯穿全过程的合作氛围与2009年失败的哥本哈根峰会形成了鲜明对比。但尽管我们应该向全世界领导人道贺胜利,但巴黎仍只是一个开始而非结束。现在,我们的集体责任是让我们的领导人重视并保证他们会将承诺兑现为行动——特别是在非洲这样的全世界最脆弱地区。

我们应该赞扬中国、印度、美国和欧盟在巴黎之前所做出的气候行动承诺。这些国家的承诺营造了一种负责、信任和团结的感觉,让195个国家不仅达成了一个前所未有的协议,还制定了一系列逐渐加强的五年计划,在本世纪内结束温室气体排放。这是一个清晰的信号,表明碳时代已经到达了一个转折点;因此,对可再生能源的投资将会增加。

各国还承诺更加努力地保护全世界最脆弱群体,将全球变暖平均幅度限制在前工业化水平以上1.5℃以内。发达国家承诺每年至少拿出1,000亿美元融资帮助最不发达国家减少碳排放和为气候变化做好准备。历史上首次,国际协定将为最不发达国家提供资金弥补气候冲击造成的损失和伤害。
