Innover ou stagner

DUBAÏ – Comme les êtres humains, les entreprises vieillissent avec le temps. Elles naissent petites et s’efforcent de survivre, poussées par l’énergie de la jeunesse et par des idées nouvelles. Elles se font concurrence, s’étendent, murissent, et en fin de compte, à quelques exceptions près, sombrent dans l’obscurité. Or, ceci vaut également pour les États : eux aussi peuvent être amenés à perdre la soif de vivre et l’ambition de la jeunesse, et finalement se reposer sur leurs lauriers.

Songez que seules 11 % des entreprises qui figuraient au Fortune 500 en 1955 existent encore aujourd’hui, l’espérance de maintien des entreprises dans ce top 500 ayant chuté de 75 ans à seulement 15 ans en moyenne. En cette époque de changement rapide, celles qui restent à la traîne risquent de sombrer en un éclair. Ceux des États dont la gouvernance prend de l’âge s’exposent au même sort que les entreprises les plus obsolètes. Ainsi leur choix est-il simple : innover ou sombrer.

La course à la compétitivité entre les nations est aussi féroce que la concurrence que se livrent les entreprises sur le marché. Les États s’efforcent d’attirer les investissements, les talents, la croissance et les opportunités, au sein d’un monde globalisé, et ceux qui demeurent hors course sont alors privés des plus précieuses récompenses : développement humain, prospérité, et bonheur de leur citoyens.
