Past optimální podoby vládnutí

ŘÍM – Rozvoj a lepší vládnutí měly tendenci přicházet ruku v ruce. Navzdory všeobecnému dojmu však existuje jen velmi málo důkazů o tom, že úspěch v implementaci vládních reforem vede k rychlému a celkovému ekonomickému a sociálnímu rozvoji. Ve skutečnosti by to mohlo být přesně naopak.

Soustředění na good governance vychází ze snahy o obnovu udržitelného růstu během dluhových krizí 80. let v rozvojových zemích. Místo aby přehodnotily převládající ekonomicko-politický přístup, soustředily se mezinárodní rozvojové instituce na jednoduché cíle: vlády rozvojových zemí. Poradenství těmto vládám se brzy stalo novým posláním těchto institucí, což rychle vedlo k rozvoji nových “technických“ přístupů k reformě vládnutí.

Světová banka za použití více než 100 indikátorů představila smíšený good governance index, který vychází z vnímání názoru a odpovědnosti, politické stability a absence násilí, efektivity vlády, regulační kvality, respektování zákonů a úrovně korupce. Tím, že tvrdila, že našla silnou korelaci mezi indikátory vládnutí a ekonomické výkonnosti, podnítila Světová banka naději, že klíč k ekonomickému pokroku byl nalezen.
