北约全球化

普林斯顿——下周,北约28个成员国将在芝加哥举行年度首脑会议。六十二年前,“北大西洋公约”的签订令美国、加拿大和10个欧洲国家将针对一国的攻击视为针对全体的攻击,六十二年后,北约正逐步转变为二十一世纪的全球安全组织。结果将会带来一个更加安全的世界。

1949年,整个世界迅速分裂为东西两大政治军事集团,与这两大集团并存的还有声势浩大的“不结盟运动”。苏联及其盟国在1955年创建了华沙条约组织,该组织最终与北约形成对峙之势。这两大集团的共同点是小国聚集在超级大国周围。无论在北约还是华约内部,由次要国家组成的小团体都无力完成联盟资产调配。

今天,用北约秘书长拉斯穆森的话说,北约正逐步演变为“安全伙伴关系的网络枢纽和全球安全事务的咨询中心。”北约是一个“联系遍布全球”的机构,拥有40多个合作伙伴国,与其他国际组织的关系也越来越牢固。
