发自马尼拉/圣何塞——截至4月22日,已经有代表不下175个缔约方的政要签署了去年十二月在巴黎完稿的全球气候变化协议,创下了一项国际协定的签约纪录。他们对此展现出来支持令人振奋。它令我们相信创造了去年十二月这一突破性协议的前进势头至今依然未减。

但巴黎达成协议只不过是保护全球气候和世界上最易受该变化侵袭的国家的漫长道路的第一步,签字仪式则是第二步。接下来是批准程序;至少需要占全球排放量55%以上的55个国家批准该协议方能使其生效。

好消息是,这一进程已经展开。今年二月,斐济成为批准该条约的第一个国家,随后是其他三个小型岛屿国家。这四个国家都是拥有43个成员国,站在气候变化最前线的气候脆弱国家论坛组织(Climate Vulnerable Forum)的成员——其中包括笔者所代表的哥斯达黎加和菲律宾。论坛各成员国为能在巴黎达成协议而不懈争取,也将在能力范围内尽一切努力加快其生效进程。
