重塑韩朝关系

首尔—2013年2月12日,在由我领导的韩国新一届政府即将履新之际,朝鲜进行了第三次核试验。当是时,总统过渡委员会采取了“朝鲜半岛构建信任进程”(Trust-Building Process on the Korean Peninsula),以此作为新政府的一项关键政策。尽管朝鲜核试验给构建信任进程造成了压力,但我仍然明确表示我会坚持。事实上,自构建信任进程的概念提出以来就考虑到了朝鲜可能实施的军事挑衅,其目的正是打破挑衅和报复的恶性循环,缓和紧张局面。

构建信任进程是为了克服绥靖和强硬政策的局限性:绥靖政策完全取决于朝鲜似有若无的善意,而强硬政策则意味着无情施压。构建信任进程的基础是强大的威慑,其目的是既让朝鲜为其激进举动付出沉重代价,又保证其在愿意成为国际社会负责任成员的前提下获得改变和援助的机会,以此构建朝鲜半岛可持续的和平。

自我的政府开始执政以来,朝鲜提高了其对韩国的军事威胁和挑衅。2013年4月,朝鲜单方面采取了极端措施,禁止韩国工人进入开城工业园区并撤回了所有朝鲜工人。开城工业园区是韩朝交流与合作的象征。
