德国的四大错误

发自柏林——德国对欧洲的立场正逐渐向抗拒和疏离转变。该国的政策制定者们否决了那些饱受危机蹂躏的国家所提出的一项更积极财政政策;同时拒绝支持一项旨在创造需求和增长的欧洲投资进程;又宣布将实现财政盈余——而非更快的潜在增长——作为本国的主要目标;并在与通缩和信贷紧缩的斗争中与欧洲央行背道而驰。而在这全部四个方面,德国其实都犯下了错误。

无可否认,德国完全有理由去拒绝有由法国和意大利提出的,极为短视的无条件财政扩张。毕竟只有在能支持私人投资并与更深层结构改革相结合的情况下,这类财政刺激手段才能奏效——而法国和意大利恰恰是这类改革的反对者。

但与此同时,德国也拥有自身所需的所有杠杆,足以实施该国心中为欧洲制定的促进稳定型改革。首先,德国可以与欧盟委员会共同迫使法国去实施更深层次改革,让后者可以换取更多的时间去巩固自身赤字。
