德国是一个很少罢工的国家。2000到2004年西班牙每千名员工由于罢工损失的平均劳动天数达到234天、加拿大171天、法国101天,而德国损失的天数只有五天。在经合组织的罢工统计中,德国位列倒数第三,仅次于波兰的1.6天和日本的0.4天。

因此当铁路司机工会组织(GDL)投票通过将导致国家陷入瘫痪的全国性罢工时,德国人感到愈发的不安。最近签署的由竞争工会德国铁路联盟(Transnet)和候补人工会(GDBA)谈判的全体铁路员工薪资协议在铁路司机工会组织并没有真正得到落实,该组织现在坚持要求加薪31%。

罢工因法庭命令而临时中止,以便留出谈判的时间,但危险却仍然很大,因为谈判已经陷入了僵局。如果铁路司机工会组织获得了比所有铁路员工统一薪资协议更高的薪资报酬,统一协议就会沦为一纸空文——这种结果是铁路管理部门无论如何无法接受的。
