法兰克福—在最近的欧洲央行防止欧元区分裂措施合宪性听证会上,德国宪法法院主席安德里斯·沃思库勒(Andreas Vosskuhle)提出了一个重要问题:除了一名德国专家的证词,非德国经济学家一致明确谴责欧洲央行的直接货币交易(OMT)吗?

当然,也有德国经济学家(更不用说总理默克尔的政府了)支持欧洲央行行长德拉吉的政策。但是,德国(也许还有荷兰和芬兰)经济学家中的压倒性多数支持欧洲央行置身欧元区危机事外。这是个财政问题,典型的德国经济学家会如此评论,货币政策不会有帮助;相反,激活货币政策只能让事情变得更糟。

当然,要不是货币和财政政策之间的界线因为危机而变得模糊的话,所有人都会支持这一点。但盲目坚持原则对于欧洲央行来说是危险的选择。在2012年时,这意味着接受所谓的“重新计价风险”——欧元区崩溃的经济学说法。
