危机也通常是真相大白的时刻,因为它们会残酷无情地暴露出所有相关方的长处和弱点。正因如此,欧洲现在所必需的领导力不是来自软弱的欧盟委员会或其他欧盟机构,而是来自于其主要成员国的首都。
