北京—中国会愿意成为东道主,举办一场关于将侵入他国以停止该国国内大屠杀及其他大规模暴行的行为合法化的国际政策讨论吗?长期以来,中国一直坚决抵制“干涉内政”,特别是“人道主义干预”,在联合国安理会上,中国也一直使强制性低得多的针对叙利亚的措施无法施行,在这样的情况下,如果你对上一个问题的回答是否定的,那你一定赞同者甚众。但你的答案将是错误的。

我刚刚在北京参加了一个关于这个话题的为期两天的会议。该会议由中国外交部智库中国国际问题研究所主办,中国和其他金砖国家(巴西、俄罗斯、印度和南非)的专家学者和实践家参加了会议。本月,俄罗斯外交部下属的外交学员也将在莫斯科主办一次会议,来自当地和国际的专家将讨论同样的话题。
