伦敦——世界应对气候变化问题的机会正在不断减少。其中之一将是本周在澳大利亚布里斯班举行的G-20峰会,世界先进经济体及主要新兴国家领导人应当借此机会削减推动全球变暖的化石燃料补贴,并借此向世界证明他们对削减碳排放的认真态度。

5年前,G-20承诺要作为应对气候变化大战略的组成部分取消“低效的化石燃料补贴”。而补贴却仍然不断增加。全世界支持碳密集能源的资金高达6000亿美元,而支持清洁能源的资金却只有900亿。

这完全没有道理。化石燃料补贴鼓励投资者将资源投向推动气候变化的燃料。它们带来困扰中国和印度城市的可怕的地方污染。而且大部分补贴福利落入了中产阶级、而不是穷人的腰包。
