八国集团峰会和气候变化

两年前,苏格兰格伦伊格尔斯八国集团峰会保证推动清洁发展议程并且为主要新兴市场经济体更为环保的发展调动财政支持。今年在德国Heligendamm举办的峰会必须兑现这一诺言。

从格伦伊格尔斯峰会以来,对气候变化采取坚决措施的公众支持大为提高。有些人说形势已经越过了一个界限。随着政府间气候变化委员会的研究报告以及斯塔恩爵士为英国政府所作的采取行动或者无所作为的成本的报告出台,有关气候变化的科学理论和经济学更加靠近了。全世界的专家官员、工商界、对此关心的公民以及采取对应措施的各国政府正在联合起来寻找这一全球性问题的共同解决办法。这一问题可能是我们作为全球社区所面临的最为重要的问题。

在德国Heligendamm会议上,八国集团领导人以及主要新兴经济体的代表们(巴西、墨西哥、中国、印度以及南非,它们在继续经济增长的能源消耗上利益攸关)将会讨论包括一整套能源选择的全面措施。这包括能源效益和可再生能源、清洁煤炭、回收和储存二氧化碳以及二氧化碳隔离。他们还有机会促进使用市场机制来做到两件事情,也就是减轻气候变化,与此同时为扩大使用清洁能源创造激励手段。
