1990 年代が経済ショック療法の時代であったとすれば、この 10 年間は経済改革の麻痺期とも言える。麻痺の理由は国によって異なるが、一貫して言えることは、どこの国にも経済の柔軟化に成功する政治家がほとんどいない点である。

この問題は、多くの悪評を持つ経済開放の「ワシントン コンセンサス」に対する有効な代替案の提示に有力左派が失敗している、インドネシア、メキシコ、ブラジルなどのエマージング市場に限ったことではない。多くの裕福な国々の間でも、同一の現象が見られる。

驚くべきまったくの同時期に、日本の小泉純一郎総理大臣とドイツ外務書記官ゲアハルト・シュレーダー (Gerhard Schroeder) が、停滞している改革の活性化を目指し、早期選挙を呼びかけた。ドイツの急務は、税金および労働市場の改革である。日本の小泉政権は、国の銀行システムに大蛇のようにまとわりつく巨大な財力である、郵政の民営化を測る。
