如果说20世纪90年代经济休克疗法曾盛行一时,那么现在的十年也许会作为经济改革的瘫痪时期被载入史册。尽管陷入瘫痪的原因各有不同,但底线是各国很少有政治家能成功地重新刺激经济的发展。

问题不仅出现在印尼、墨西哥和巴西等新兴市场国家,那里日益壮大的左翼势力未能找出可行的方法来替代备受攻诘的经济自由化“华盛顿共识”。在很多富裕国家,人们也看到了同样的现象。

令人惊奇的巧合是,日本首相小泉纯一郎和德国总理施罗德几乎同时为激活改革而宣布提前选举。德国最迫切需要改革的是税收和劳动力市场,而日本的小泉政府力图将庞大的邮政系统私有化,邮政机构巨大的金融触手就像巨蟒般紧紧地缠住了日本的金融体系。
