从中东金主到参与者

很多欧洲人都相信欧盟的中东政策是共同外交和安全政策的试金石。但随着欧盟加入中东和谈争论,它就不可避免地要回应以色列前总理阿里埃勒·沙龙(Ariel Sharon)的轻蔑嘲笑:“你们不过是中东地区的金主,不是和平进程的参与者。”

但欧洲潜在的贡献却不应被低估。欧洲对中东地区的财政援助不但持续时间长,而且数额巨大。1995到1999年间,欧盟为中东地区提供了约34亿欧元的援助,此外欧洲投资银行还提供了48亿欧元的贷款。从2000到2006年,欧洲又在中东投资53.5亿欧元,同时欧洲投资银行批准了价值64亿欧元的贷款。今年,欧盟委员会仅在巴勒斯坦一地就投资3亿2000万欧元。

这就是金主一词的含义。但欧洲的财政援助能否实现和平的目标?巴勒斯坦当局获得的人均救济份额已经超过了欧洲战后在马歇尔计划下获得的援助,但以巴冲突的政治策略却挫败了在更大范围内建立欧洲地中海构架的希望,如果上述构架得以建立,就能催生对话和投资政策,切实地改善数以百万计民众的生活。
