恐怖时代的自由贸易

反恐战争似乎正导致保护主义高涨。某些反恐战士抵制移民的情绪被高昂地调动起来,甚至打算在整个美国和墨西哥边界上筑一道城墙。因为担心恐怖主义者可能会从投资中获取重要情报,他们还强烈反对迪拜一家公司并购美国港口的提议。在欧洲,阻止来自穆斯林国家的移民进入欧洲的运动也深入人心。

但是,这些新情况的涌现并不能构成通常意义上的保护主义。保护主义一般是私人利益对公共利益的颠覆,如农民因为竞争性进口限制而收取高价。对国家安全方面的顾虑并不愚蠢。自由开放的贸易所带来的好处,显然是国家利益所在,但是,公民的安全,也是国家的关键利益所在。

尽管国家安全与全球化有时会互相冲突,但这两者之间并不是一个非此即彼的问题,因此,如何平衡这两者,便成为了政策成功的关键。
