随着新十名成员国的加入,欧盟现在拥有25个国家和4.53亿公民。鉴于过去一千年中欧盟成员国之间发生的无数次战争,以及一场将欧洲大陆分为两个相互敌视的集团、长达四十五年的冷战,今天的欧洲可以说是极具历史意义值得纪念的一个成功。

事实上,欧盟同时象征了多种意义。首先,它是和平的保证:现在从技术角度而言,关系紧密的欧盟成员国之间已经不可能发生战争。

此外,欧盟是一个解决国际争端的重要手段。六十年前宛如今天的塞尔维亚人和波斯尼亚人一样彼此恩爱的德国人和法国人,如今已经结为连理。爱尔兰的天主教徒和新教徒一个世纪以来相互残杀,但是他们现在同在欧盟,并已经意识到彼此间争端冲突的愚蠢性以及和解的必然性。匈牙利人和罗马尼亚人在历经了长达九个世纪的仇恨和战争后,也开启了同样的历程。希腊人也已经决定在今后十二年内帮助土耳其打开加入欧盟谈判的局面。
