通往《哥本哈根协议》的四个关键步骤

纽约——今年在哥本哈根举行的《联合国气候变化会议》将成为人类直面挑战并果断处理问题的历史时刻。为防止气候变化蜕变为气候混乱,必须大幅度地降低温室气体排放,这一点毋庸置疑。

2007年在巴厘岛,《联合国气候变化框架公约》的192个缔约国承诺就加大应对气候变化措施的力度展开谈判。上述进程将在2009年底以达成雄心勃勃的谈判协议而告结束,而且该协议需要在2013年1月前付诸实施。

于是我们只剩下九个月时间完成当今世界最复杂的一次国际谈判。去年,谈判人员就其在巴厘岛达成协议的行动计划的不同侧面目标达成了更为深入的理解,并完成了想法和提案的搜集工作。目前上述政治进程的共同点已经慢慢浮出了水面。这些共同点将成为达成最初协议草案的基础,今年六月在波恩将提交协议草案。
