欧洲人拥有的共同的经历和利益,这意味着他们在全球事务上必须持有一致的观点。但残酷的现实告诉我们,那些来自政治,社会和经济方面的压力正在把欧盟成员国和公民们推向这一趋势的对立面。由此可见,共同的历史并不足以构筑共同政策的基础。
