欧盟与土耳其双赢

土耳其现在终于同欧盟委员会谈判其可能加入欧盟的条件了。但是,“可能”是否成为“最终”仍然悬而未决。实际上,完成入盟谈判有可能与开启谈判的决定一样困难。

还记得土耳其最初于1959年提出申请,而且从1963年以来,今日欧盟的前身欧洲经济共同体使用拖延战术予以应付,那就是要求达成海关协议。与此同时,土耳其从未把欧盟的答复视为拒绝,而且在收到一系列将来总有一天会入盟的暗示之后,其最终融入欧盟的期望变得愈发明显。

但是,普通欧洲人开始观查看地图,而他们所看到的地理情况无法否认:土耳其95%的领土和80%的人口分布在亚洲。因此,尽管谈判已经开始,但是,有关土耳其是否真正属于欧洲的强烈而生动的辩论在土耳其和欧盟继续展开,欧盟内部的辩论更为激烈。
