解决粮食链问题

    哥本哈根--全球粮食体系目前处于混乱之中。四年前,长达三十年之久的粮食价格下降趋势迅速扭转。谷物价格从2004年以来已经翻番还多,其他大多数粮食价格也大幅度上升。再加上无以维系的自然资源管理、气候变化负面影响显现以及化肥和能源价格大幅攀升,我们正面临着自从二十世纪七十年代以来最为严重的全球粮食危机。

    价格大幅上扬反映出几个因素。它们是:主要粮食生产地区气候恶劣、对肉类和奶制品需求快速提高、高油价、粮食库存下降、大量使用粮食商品用于制造生物燃料和未能在农村基础设施、研究和技术以及促进发展中国家农业进步所需要的其他公共条件上予以投入。粮食成本巨幅上升已经在贫穷人口中造成更大的饥荒,降低了非贫穷人口的购买力以及三十多个国家中的因粮食引发的骚乱。

    这里主要的教训是,在科技上投资不足以及政府政策失当导致危机。未来避免这些问题,必须帮助全球的农民和粮食加工厂商生产更多的粮食来满足由于世界人口和收入增加而引起的日益增长的需求。而且,他们必须用更少的土地和水来生产更多的粮食,价格要合理,而且不得破坏自然资源或者恶化气候变化。
