发自亚的斯亚贝巴——在去年11月的哥本哈根气候变化峰会上,一众政治领袖都表现出要尽快为全球变暖效应制定对策的强烈意愿。而在墨西哥坎昆气候峰会将于本月召开之际,国际社会必须取得切实成果,并进一步向应对挑战迈进。

 “钱”是全球各国应对气候变化的其中一个关键因素,对此各发达国家已经在哥本哈根峰会上承诺每年筹集1000亿美元以填补发展中国家的资金缺口,并持续到2020年为止。而这笔资金将被用于开展一系列合理可行且程序透明的移民措施之上。

为此联合国秘书长潘基文特别成立了全球气候变化金融问题高级咨询小组,并任命为笔者为召集人,专门就发达国家如何在2020年前筹集这笔巨资这个问题寻求实用方案。该小组的21名成员既包括了发达国家和发展中国家的首脑和财政部长,还涵盖了国际组织代表,公共财政和发展领域的专家,以及来自私人部门的领袖人物。
